Rustam de Lima, 23-year-old drug dealer from Rio de Janeiro, Brazil, is said to be a key member of the network (via BBC). 
De Lima is alleged to have provided intelligence information to her brother during the drug war.
According to Reuters, De Lima helped her brother smuggle drug money and weapons into the country, but she allegedly “would not talk about her role in his corruption probe.”
De Lima’s relationship with then Senator Benigno Aquino III was reported by the press and her brother was accused of having a “personal vendetta against her,” as the report noted.(Via AFP).
But the allegations about alleged illegal dealings by De Lima have turned out to be unfounded.
The Philippine House had grilled De Lima twice about the drug conspiracy and she denied having met with drug dealers, saying she only did so through middleman and didn’t know who their clients were. But she told lawmakers that she sometimes met with alleged drug dealers in secret.
In 2014, Congress passed the Comprehensive Dangerous Drugs Act (CDDA) to expand the laws of the Philippines war on drugs with harsher penalties for persons who possess, manufacture, traffic, dispense or sell illegal drugs.
The law also mandates the military police and Philippine National Police to conduct more raids (though they must be approved by President Rodrigo Duterte) in order to crack down on drug dealers.
But to the contrary, the President himself has criticized the CDDA, saying he does not believe the country has had success fighting drug networks.
The UN has even warned the CDDA will also contribute to the spread of illegal drugs. (via AFP).
